Does it just target the lowest framework (ex. .NET2.0) and not take advantage of any later .NET frameworks and their associated features (anonymous methods, LINQ, dynamic objects, etc.)?&lt;br&gt;

Since .NET 3.0 and 3.5 also use the same runtime, you'll have no problems using either of those in your apps.
