Data deployment - Partial overwrite

Any possible to have partial overwrite when deploy preset data to customer?

For example, I have a configuration table. It consists of Code, Description and value.

When first deploy, records must be inserted into table. User might change the value accordingly to their desire.

When upgrade, we might need to update the description. Does DDT support this?
