Stupid Question regarding V1.7.x and VS 2015

Is 1.7.x for VS 2015 a free upgrade?

If so, where do I get it?

I've read the threads but they do not say the basic steps such as

1. Install V1.7.6

2. Perform the steps that Edhy outlined in another thread.
