However, you're file name listed above has underscores ("_") for spaces... the file name should be "MicroFour StrataFrame License.dll" not "MicroFour_StrataFrame_License.dll" It's an actually .NET assembly that must be placed in the GAC, and changing the filename changes the assembly name, and therefore the reference.
