When the error occurs, the site is setup to NOT have anonymous access and it DOES have windows authentication. When I navigate to the publish.htm page, I am prompted for my windows user credentials. I provide them and I can view the page. When I then click on the Install button, I get the 401 error for the .application page. If I turn on anonymous access, it works fine.
