Could you possible make your error dialogs application modal rather than system modal?

It all depends upon where the error is being displayed from.  All of my tests indicate that the error dialog is application modal, not system modal.  However, it is configured to be always on top, so that might be your issue.  But, you can still switch applications even when the application error dialog is showing.
