Setting up the data source in a web api project?

So with my windows forms application I use ConnectionManager.ShowAvailableConnectionStrings() (i think) to bring up the SF window for choosing a connection string and saving it. With a web api project is there a way to code in the connection to my database so no user input is required? At least for development purposes until I work on security. 

Edit: I think a better question is how do I access my ConnectionData that is already saved on my machine from within a new project?
