Just like it says, I have a project with required fields. I removed some of them via the properties dialog, saved the BO, rebuild the solution. When I rebuild partials, the required fields are all required again.

Why might this be?

I have no idea, as I have never even heard of this.  In fact, the BO mapper does not touch the required fields collection.  This is just part of the code file.  I am guessing that something may have happened with source control.  The BO Mapper will check out the file when building the partials, if you have your settings with source control set to get the latest version, or something to that effect, then it is possible that an older version was pulled down before the partials were built, overwriting your changes.  As for the BO Mapper, it will not be coming from there...it just manifested itself there.
