Is there any way to take an existing package file and import it into the DDT under a new profile?

Yes, you can create a new profile, and while it's still empty, go to Profile -> Import Database.  In the dialog, on the Database Type combo box, select Database Deployment Package and give it the path.  It should then ask you which tables you want to import into the current profile.
