This is because you have a "patch" on your machine from the Microsoft Update service that blocks all CHM pages by default. To resolve this error, right-click on the CHM file and go to properties. Once the property dialog opens, there will be a button at the bottom right that says "unblock." Click this and then OK. You will then be able to see the pages just fine.
