I have installed Devexpress7.1 and Devexpress6.3.3.

Any clues?

Yes, 6.3.3 apparently canot be seen on the GAC or is no longer loaded on the machine.  When you purchase StrataFrame you get the source code for the DevExpress wrapper which will allow you to go change the references yourself and then recompile for newer versions of DevExpress.  But the current DevExpress wrapper has been compiled for version 6.3.3 not 7.1.
