Solved. 

I was not understanding the relation between Permission and Restriction. Now I understood.

You need a permission key to set a restriction to it. So, create a Permission, then go to your user and set the permission to him/her. Afterwards, you can use the "Ação Padrão" to say either "Atribuir" or "Somente Leitura", and then set the "Restrição", which you should also have created before, as the permission.

Try adding a Permission to your Security Project first.

Righ-click on "Permissões" and then choose "Nova Permissão" from the context-menu.

After that, go back to your user's "Permissões" and see if it works.
