Yes.  Like Michel mentioned, RTL will be supported in StrataFrame in every UI area including forms, etc.

Yes, they are!

I gave a demo in Mauritania last year, screenshot is in attachment: don't care of the meaning, these are words I choose for only demo, but you'll see that messagebox, labels, textboxes, command buttons, all is fully localizable in arabic and other right to left languages.
Notice the option buttons at top right, switching from one language to other
