Thank you for that information, Richard.  You're not the first person to get this error message and it helps knowing how you solved it

Here is how I got around it.   I am using IE7 so when the dialog popped up and asked for proxy information( which I don't use a proxy ) I left it as Internet Explorer.   The error would result at the end of the wizard.   I then selected Custom Proxy and entered in nothing and then the license wizard completed.   It's probably an IE7 issue for the wizard.

When I try an activate via the email address I get the following error on the final step.

EndOfStreamException
 Unable to read beyond the end of the stream.
